  3. THE ROYAL ASSENT
  4. After a Bill has passed through both Houses, it is sent to 
  5. the Queen for the Royal Assent. No monarch since the 
  6. 16th Century has actually signed a Bill themselves: 
  7. instead the Queen gives her consent by signing the 
  8. Letters Patent. These allow the Speakers of the two 
  9. Houses to announce that the Queen has given her assent. 
  10. The Queen also sometimes agrees to Bills by signing a 
  11. document known as the Commission. This is then 
  12. announced by certain Lords known as the Royal Commissioners 
  13. in a formal ceremony in the House of Lords, to which the Commons 
  14. are invited by Black Rod. This Royal Assent by Commission takes place about once a year.
